If California grants 16 year-olds the vote, they get to vote.

That is only true for state and local elections. States cannot change the age requirement for federal elections.

Again, the appointment of Electors by a State Legislature is not a Federal election.

The actions of the Electoral College are, arguably, a "federal election" - but not the process by which a Legislature appoints its Electors.

Of course they can. GA let 19 year-olds vote before the 26th Amendment. I believe AK let 18 year-olds vote.
