I want to know who opened the package, on whose authority he did so and if it was done without authorization what discipline will be meted out and when.

Yeah, UPS has some splainin' to do.

This makes them look like at best incompetent and at least criminal.

If I ordered something via UPS, and found out they opened it and sent me whatever "contents" were left, I'd be livid.

UPS is going down over this.
