Joe is an arrogant, but small man. Small because he's so self absorbed, has no humility, and no integrity or ethics. He's clearly not a genius, but that's not really important. What matters are those actions that define his character, including that he:

Lied about the man involved in the car accident that killed Biden’s wife - labelling him an alcoholic - though he was not and alcohol was not involved in the accident.

Conspired, along with his son, with the Communist Chinese government - to develop extremely lucrative business arrangements.

Has been caught multiple times unabashedly plagiarizing.

Lied about his academic achievements, lied about his interactions with Nelson Mandela and about being arrested in South Africa, and according to his wife Jill's ex-husband (who was Joe's friend and supporter) pursued Jill while she was still married.

Treated/treats those who don't support him, or who challenge him, with total derision (i.e. Calling Trump supporters in his audience ‘chumps’. Calling a man in the audience who challenged him at one of his rallies “fats”. Calling another a “dog-faced lying pony soldier”, and telling another “I'm sure my IQ is higher than yours”. These as just examples among other episodes).

Has been filmed multiple times being inappropriate with young girls and young women - including inappropriate touching. Has been accused of rape, and (in one of the more relatively innocuous events), swimming in the nude in front of women on his security detail.

These are the examples he's set for his family. Hunter Biden is a victim of Joe Biden, and emblematic of who Joe Biden is and how much he's failed as a human being.
