I am assuming Her Majesty given she is Queen of Scotland needs to give royal assent. I know it will not happen but she should refuse on account of the suppression of freedom of speech, and freedom to petition the government.

I agree with all parts of that statement. And out of curiosity I looked it up. From Wikipedia:
The last bill that was refused assent by the Sovereign was the Scottish Militia Bill during Queen Anne’s reign in 1708.
