First time I heard the word “Boogaloo” was around 1968, from black airmen in the USAF who said they were going into town and “Boogaloo all night!”

Agreed. I always thought that was a Black person’s term for partying.
A SHTF scenario is hardly a party, unless you like the idea of riots, violence, starvation, people stealing your food or being hung for having a gun. In which case it then fits the Germans when they knew the end was near. Just party up, it’s your last fling before the gallows or firing squad.

"Civil War II - Boogaloo" is a reference to the title of the terrible 1984 movie "Breakin' II: Electric Boogaloo".
The reference being to Civil War 2.
