Hillary ran an entire foundation based on catering favor to international (and domestic) interests without ever putting promises on record. There not so dumb as to take official meetings with such people. They have proxies who do most of the legwork, and when they do have conversations, it’s never explicitly about any quid pro quos.
Even a child knows to wait until no one is looking before putting their hand in the cookie car. This isn’t rocket science.
