The campaign told us: ‘The VP is delivering pre-recorded remarks to the L’ATTITUDES Conference as well as a taped interview with Stephanie Ruhle which will air on MSNBC at 12:00PM ET. The VP is also speaking live at the US Conference of Mayors at 2:45PM ET.”

Hardly early stage. My mother, at 101 and diagnosed just into advanced stage, was often more cogent than him.
I believe it is a political term which means they are putting a "lid" on the campaign for the day. IOWs, no campaign activity for that day.
That they have been putting a "lid" on Biden's campaign appearances for so many days in a row is telling. He simply cannot do campaign appearances without making some huge gaffe, so his campaign aides keep him under wraps and cancel any political activity that might have been scheduled that day.
More likely so they can edit what he says
