The National Guard is not going to clear the streets with a "whiff of grapeshot. They are allowed to use deadly force to protect themselves, to protect the lives of others, to protect key infrastructure, such as power plants, and perhaps some forms of arson.
They cannot shoot looters for looting. The National Guard provides an "official presence", prevents rape and murder in front of their noses, and guards key infrastructure. If they face rioters who have been educated to understand that so long as they are not attacking the National Guard, killing, raping, burning or attacking key infrastructure, the National Guard is not going to use deadly force, things could get very bad.
Exactly so. The last Louisville lockdown, the NG marched down Broadway and took out a guy who fired wildly into law enforcement.
