That underbrush and dead wood and plants has to be cleaned out. If we don't do it, nature will. Fire is nature's clean-up crew. It cleans out the underbrush, dumps nutrients in the soil, and makes space for new growth. There were prehistoric fires that burned from the foothills of the Sierra to the Pacific Coast. But there are tens of millions of people there now, so they'd better allow some kind of clean-out effort, or you will see more of what we have now. Leave some native live undergrowth, of course, but clean out the kindling.

Unless there are lumber roads or there using controlled Burns, I can’t imagine clearing forest dead stuff.
