However much you hate the people involved, facts still matter.

iPhones can be configured to “brick” (rendering the device unusable and contents inaccessible) after 10 failed passcode entry attempts.

Investigators are frequently incompetent when attempting to breach smartphone security. No surprise if someone was tasked with “try every possible code on this set of phones” and, being a good bureaucrat, he did so - wiping every phone. Of course it also could be deliberate.
