Something suspicious about how bad the video is and the fact that you’re brand new here. Maybe I took an extra conspiratorial pill today but I’d have to say there’s a possibility they are just trying to make Biden look terribly bad prior to the debates so then he can at least look reasonable if he even does okay.
The Spanish flu disproportionately killed young men and women in their young adult years who were healthy before becoming infected--unlike the current pandemic which has mostly killed elderly people and those with serious health problems already.

They changed “stoking violence” to “fanning the flames of violence” because addlebrained Biden kept saying “stroking violence.”
Biden’s handlers concluded it was too hard for him to say.
Besides, they did not want sniffer/cupper Biden to be associated with the pervert word “stroking.”

However - you have an interesting point: There is this low expectation we have all set. Many of us have been saying it forever - that Trump will make him look like a vegetable. So, if Joe can actually look coherent, he may actually appear better than he is.
However - that's a one-trick pony. That will work one time - the first time. There will be two more debates after that and Trump will not be nice.
This incident has been noticed and commented on for, oh, about six days now.

I think Trump will come to the debate loaded with stats and other mitigating facts about the real global numbers on Covid. India and much of Asia can’t possibly measure all their deaths. Same with Mexico and probably Brazil and many African countries. China won’t. Russia, of course they won’t. We are behind ten or so European countries in terms of per capita deaths. And about sixty percent of our deaths occurred in blue states. In our republic governors handle such matters. I think the fact that Trump has only hinted at these facts suggests they are waiting to drop the hammer with these facts in the debate. Biden will say, “No! Damnit Donald no! It’s a hundrerrrd years of deaths, or a hundred eighty million, or, um, . . . buzzz!” Time Mr. Vice President
