So the local DA will probably just give her a slap on the wrist. And maybe an Order of Lenin.

Red Olivia will probably get out of this okay. Because if the article is correct, she was arrested by the Portland police, and not by federal marshals. If she violated any federal laws she can always be charged under federal law. Who arrested her is immaterial. If the feds charge her and issue a warrant, PPD is obliged to hand her over. If they refuse, or she's released before federal charges can be filed, the US Marshalls will find her and arrest her. The important thing is the feds know who she is.
