I think he had it really early on hence why he wasn't so concerned about wearing a mask. Totally conjecture on my part but it is the simplest explanation to why would somebody not wear a mask if they knew a mask was helpful. Of that's a whole different can of worms.

Perhaps there is a protocol for a controlled sick of the president and vice-president in the event of a bio attack.

I believe they had reason to suspect it was a bio attack - perhaps that is how president Trump knew for some people hydrochlorquine with friends can kill the virus if taken early on. Kinda would be unconscionable to not get that information out some how though
