I keep praying one police chief would tell a radical communist mayor “No, we are going to enforce the law.”

I keep praying Republicans in Congress will stand up for freedom and liberty and loudly proclaim such.

Alas, these are pipe dreams.

The police like the military answer to the elected civil authority. In the case the elected civil authority is on the side of the rioters, basically ordering the police to stand down. A police chief who fails to carry out the mayor's orders can be fired. In a more sane situation, a state's governor could step in to restore order, but the governor also seems to be on the rioters' side. Because of our Federal system, unless Federal laws are being violated, President Trump apparently has few options to restore order in Portland, Oregon. He has sent Federal agents in to arrest those who damage Federal property. Note that both the governor and mayor are suing to make him stop.
