OK, call me a chicken little. WE are not over the year 2020 yet, so to make a comparison to 2018 and 2019 ( AN ENTIRE YEAR ), is too premature.
And I would argue that had there been panic driven, virus specific testing in 2017-18 as there is today, those numbers would have been vastly greater since asymptomatic people and those who thought they just had a mild cold would have been included as they are today.........
