They WANT them to be injured or killed. It is exactly the same mindset of Abbie Hoffman, the Yippies, and the SDS who are the progenitors of organizations such a Black Lives Matter, where they knew full well there was going to be violence, and encouraged useful idiots to take part who likely didn’t know the reality.
