It is obvious that the guy did not intend to hit them.

He swerved to avoid the van illegally parked in the middle of the highway and then swerved again to avoid the majority of people illegally in the road.

It was their misfortune to have chosen to stand illegally out in the middle of freeway.

Hope he’s not charged with anything.

He did the best he could considering.

Considering he got on the freeway by avoiding the closed on-ramps and drove up the wrong way onto an off-ramp to get on the freeway...

You’re right, he swerved to avoid both the van and the people on the side of the road. If he was trying to hit people he could have hit far more of them by just continuing into the larger crowd on the side of the road. Also, if you watch closely as he swerved left to avoid the crowd he slides for a second (you can see the car snap back straight just after he hits the two women). So he was probably also trying to avoid them, but in a slide couldn’t control the car.

So much happened so fast it’s actually a miracle he only hit two of them. Moral of the story: Don’t play on the freeway.
