oh goody - that makes it an abandoned vehicle. A good tow driver should be able to snag it in about 30 seconds. Tires or no.

If you want to cruise down the highway smoothly at 60mph, tires are necessary.
Cartwheeling down the side of a mountain after being pushed there by a bulldozer...not so much.
