The local police just watched them disable the cars while pulled across the road. It takes more than a few minutes to maneuver three large vehicles to be perpendicular to the flow of traffic. Every LEO whether Park Police, local police or what should be FIRED.
They should have arrested everybody in the road. Now a lot are back off the road and will continue disrupting the event.
