It actually requires several amendments, but if the Congress passes it and the USSC agrees, who will stop the seating of the two new Senators or dispute the voting rights of the three Presidential electors from Congress?
As a Constitutional amendment, it would never pass because most conservative-leaning states would vote against it, but as you say, the House, Senate, and President will find a way to circumvent Constitutional formalities if the SC plays along.
