The idea that June 19th is a date of great significance seems to be something new. It started with the factoid that June 19, 1865, is when the slaves in Galveston, Texas, first learned that the war was over and that they were no longer slaves. Elsewhere people had learned about the end of the war (and the resulting end of slavery in all the areas spelled out in the Emancipation Proclamation--but not in the slave states which did not secede). So slavery ended sooner or later in most of the country.
To make a local Texas event into a national event has just occurred in recent years as far as I can tell--I don't recall ever hearing about it when I was young.
But I guess celebrating January 1 because of the Emancipation Proclamation wouldn't work because people are either watching football on TV, or hung over from New Year's Eve parties.
