There are different types of ATMs with different security levels.
Outdoor ATMs have strong safes, but they are not bomb proof.
Indoor ATMs, like those at convenience stores, do not have safes. They are just sheet metal because the store security is sufficient to protect the ATM.
These cretins targeted indoor ATMs as they are the easiest to crack open so you can access the money trays.
The convenience stores are closed and the police do not respond when those stores are broken into. So, the ATMs are sitting ducks.

In other words the ATM blowing was not just some spur of the moment violence to get back at whitey by randomly picking a target using stolen gun powder.
It was well planned premeditated terrorism carried out by those that knew exactly what they were doing, where to do it, how to doit and when to do it to achieve maximum effect.
