In the old days, segregationist and pro-KKK sheriffs and police chiefs were Democrats to a man. Also the “people's democracies” like the USSR, Castro's Cuba, East Germany. etc., were notorious for brutal lawmen: the Cheka, its successors in the USSR, and its imitators throughout the Communist world.

Not really, totalitarian governments all have aggressive police forces. Communist China, Soviet Union, Nazi Germany. Somebody has to inforce their view of utopia.
