They were designed to slow it down so that additional measures of prevention could be applied.
When I was looking for a safe, the local police chief told me his biggest concern was making sure kids couldn’t get into them. If thieves really want something they will get it, he said. But a distraught teenager will grab a gun and kill themselves. Preventing that was his biggest concern as he went to two or three of those a year.
Obviously if you have a specialty collection...you have to plan accordingly.
