I think Barr’s comments are great, and his statement about Obama and Biden is conditional on what he knows so far.

That’s my take as well. In fact, I believe it points toward prosecutions *will* happen - then see where it leads. If it leads upward, so be it.
Based on the information he has TODAY. What happens after President Trump is re-elected, and more information is gleaned from both declassified documents, and individuals that have, and will be cooperating with the DOJ, could possibly bring events we never could have imagined. I'm usually a skeptic, but I pray every day that every crime that was committed for political, and personal gain, in every department under Obama's watch, be uncovered...that the persons responsible be named, that they be indicted, found guilty, and punished to the fullest extent of the law. And that includes the shenanigans in the Mueller investigation, and the lies told under oath during the impeachment hearings. Since I have no power to do it myself, all I can do is pray to God that justice will finally be meted out. I can only hope I live long enough to see it happen.
Barr is absolutely right - proving that Obama and Biden did something sleazy is not proof beyond a reasonable doubt that they committed a criminal act. Preside t's a lot of discretion, and imagine trying to get that conviction - unanimously -with a federal jury.
I'm sure a lot of armchair lawyers will say there's an open and shut case...but there just isn't.
