If she was “hyperventilating”, “actually suffering medically” and “having a heat stroke” she would not have been able to record it in any way at all.
She said she was streaming the event she organized live before the incident. The video shows her continuing to grasp her phone in her hands all the while she’s being arrested and put into the police car. The police obviously from the video clearly showing this did not notice her phone. She said she never stopped the stream. So, as she states the entire thing is stored in the cloud so, destroying her phone would accomplish nothing.

You must not have watched the whole thing either. She very clearly recording herself while in the police car saying she was "hyperventilating", "actually suffering medically" and "having a heat stroke" real-time with the distorted video even showing a policeman walking past the car she was in at that time.
