Also the strictest lockdown requirements. Most people must stay in their homes, most businesses and all restaurants and food establishments are shut except for takeout under certain conditions, tourism is shut, anyone coming into the islands or even traveling island to island must go through 2 week quarantine after they land. Also you have to wear a mask if you’re outside except in limited circumstances (e.g., walking in neighborhood if there is no one within 6 feet of you).

Hawaii has the lowest per capita case and death rate in the nation Really? Hawaii is a huge tourist destination for Japanese and,IIRC,Koreans as well...particularly in winter.That,IMO,is noteworthy even if they don't get many Chinese tourists.

Not if you include all the USN ships out of Pearl... not sure how military cases are counted. Joint Base Pearl Harbor-Hickam would be darned difficult to seal off from the Oahu populace.
