I doubt one is necessary, since this is merely restarting an existing plant.

You’re probably right. I was thinking more in terms of a metaphor for the people in power who will ALWAYS find something to slow things down.

We need to mobilize like WW2, and FAST, and if it means dropping some waste into streams for a month or two while pollution control systems are brought back on line, so be it.

...but I’m not seeing it, so we continue to pay the price and get deeper and deeper into this crap.
