Unless they will be taken directly to one of the military bases or another quarantine facility, it is madness to think they will do so voluntarily.
The flights between here and China never actually stopped, although they were greatly reduced (I read from 15,000 per day to 1,000 per day). What did stop was the US carriers flying there. What also happened was that the Chinese carriers greatly cut back, but not to zero flights. So this is more of an increase in frequency, than a resumption of flights between here and China.
As it is, at least prior to this increase, the price of flying between here and China got very expensive, increasing from well under $1,000 (including alcohol and bags) pre-Corona to over $3,000 - so it’s not like there was a huge demand.
