Adjusting for a different time (Soccer wasn’t a thing back then!) lots of stuff was canceled during the “Spanish” flu of ‘18-’19.

I’m afraid that your latter choice is much more likely. Look at what national leaders around the world have done. I’m afraid this is a really bad big deal. With luck, and modern medicine, Wuhan won’t be nearly as deadly as “Spanish” flu.
