The coolant flow through the cooling towers in a BWR-4 is condenser recirculation water and does not involve the primary coolant, so it contains no radioactivity above natural background. The plant continued to operate at 50% power because the loss of heat sink from the damage to one cell of one cooling tower did not exceed limits on heat removal capability.
