What does that mean?

Each Senator got/gets 10 minutes of standing at the podium, on CSPIN2 or any other network that happens to tune in, to express why they are voting the way they always intended to vote anyway. During their next campaign, they will use bits and pieces of those speeches about their stand on impeachment, in their adds. Almost 17 hours of 1 Senator telling 99 Senators, something we already knew. Or 1,700 person hours if you're paying for it... Although attendance isn't mandatory, the Senate Chamber is in use by the extended Impeachment.
