It's still in effect. The argument is whether it covers going after an Iranian general in this case.
The authorization says:
"...the President is authorized to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons."
It's been stretched by every President since but some feel this is going too far.
They may indeed think that but it seems more that those people are addressing a pet peeve than making a meaningful objection to the current targeting.
The last phrase: “in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons.” would certainly seem operative.
