Enemies Foreign & Domestic - the patsy started shooting up a stadium full of people (he wasn’t the only one, just the patsy) to provide the basis for the ATF to push for a complete semi-auto ban...and the start of a civil war.

The patsy didn’t actually do the shooting as I recall. He came to from being drugged just as a helicopter discovered him in the adjacent unoccupied building lying next to the modified weapon that was used. He was shot and killed by cops in the chopper. The actual shooter escaped.
