It may be a while before we know all the considerations that went into Hillary's decision to attack Tulsi, but one possible reason is that it is a way to breathe life back into the Russian interference explanation for Trump's victory in 2016. Tulsi is a relatively minor player in the Democratic Party so safer to attack than some of the other candidates.

It may be another sign that Hillary intends to run again.

Also by reviving the Russian theme she may slow down the investigation into what happened in Ukraine in 2016. If it drags on long enough and a Democrat wins in 2020, we will never learn the truth.

I'm not sure we will ever learn all of the truth even if Trump is re-elected.

This is actually a useful demonstration to the left.

Yang’s mike was silenced in the debates at least once and he wasn’t given equal time. Neither was Gabbard.

Now she’s showing the collusion between the DNC, Big Tech and the press. The coordinated hit pieces against her. Big Tech censoring her mentions on Twitter and rejecting (until she sued) her campaign ads.

She’s also showing the collusion and corruption in the DNC. They are doing Clinton’s bidding to tear down Gabbard to promote the establishment candidate - Warren or Biden. That’s after they railroaded Bernie Sanders, something Gabbard is bringing up.

If liberals now have TWO different DNC primaries where the party, the press and Big Tech colluded to kill the rival to establishment candidates ...

This proves many of Trump’s statements about corruption and illegal collusion between DNC and the press. It also makes them more willing to believe the Deep State colluded against him, weaponizing intelligence agencies to investigate for years and issue fake news and inside leaks to try to tear Trump down.
