I think the author is confusing NPG with ZPG. ZPG (Zero Population Growth) is the more famous, eugenics organization which tries to reach global zero population growth by preventing births. NPG (Negative Population Growth) tries to get the USA to have a declining population, which it would have naturally without immigration, by sending illegal immigrants home and stop importing new immigrants.

Regardless of what one thinks of NPG or ZPG (NPG is definitely anti-immigrant) the point is that there is a bizarre effort to hide the true identity of Liz Warren's father-in-law.

NPG is probably committing Fraud by claiming its President is still alive, when he has been dead since 2007.
