By the time they are done with reviews, with notification and feedback from involved parties, it will be a bland, meaningless report issued in 2021. I have said all along that one or more special prosecutors or independent counsels needed to be appointed to investigate the security agencies, investigate the Obama White House dealings, investigate the Meuller investigation, the Clinton scandals, and more. About half-a-dozen investigators without political bias and conflicts of interest, teams with impeccable credentials that have history of no-holds barred investigations and prosecutions. We need transparency and justice, not political hype and swept under the rug.

In about another 75 days, the calendar will turn to 2020. If they can stall another 75 days, they can then use the excuse that because it's election year, they don't want to appear too political, so they prefer to wait until AFTER the election to release the report. No one wants to upset the Democrats and their media ass wipes, do they?

IF and WHEN the report is ever released, it will contain verbiage to the effect "while the actions of the FBI may be seen by many as unethical and reckless, we find no intent of illegal behavior...". And no criminal referrals, of course.

Hate to be so negative, but that's how I see it.
