Those phrases are thrown in to avoid any possibility of being sued for defamation. My guess is that this investigator got his info from another CIA employee who knows the alleged whistleblower.
I hope that you are correct and that these reports do prove to be 100% accurate and true.
Still waiting to see the first indictment against the first Deep State/Domestic Enemy handed down. So, please pardon my skepticism.
