High NFL pay scales are one of the ways by which the entry cost for possible competing pro football leagues is kept unbearably high. Unless a new league pays competitive salaries, they cannot attract and keep good players. Yet paying NFL level salaries forces a new league and its teams to burn through precious cash, making profitability a distant and unlikely prospect.

There’s no need for a new league. All you need do is have the existing team owners agree on a pay cap per player. They have a cap now, but it’s for the total team. You could also cut the team cap by, say, 90%, and achieve the same result.
