To me, a political conspiracy always has to be disproven.

The tiny possibility this was accidental is shown by the WaPo it claiming that it refused the smear story and then the NYT ran it.

More likely: A conference of Dem insiders. Here is the stuff you will see tomorrow in the NYT. Each of your candidates back it up and say they want impeachment of Kavanaugh as a sexual predator. Then act haughty and outraged. Pols in Congress will introduce the bills (the Squad drew lots and Ayana Pressley won). All the cable networks have the talking points... “sexual predator does not belong on the SCOTUS....”

That’s probably the real inside story.
