This piece ignores the most obvious fact: that it isn’t about climate at all. Vacations are targeted because the elite do not think that the riff-raff should have the right to enjoy travel. Being clearly superior, only the elite have the right to live in nice houses in good neighborhoods and take fancy vacations, etc. If the riff-raff also live in decent houses in safe neighborhoods, take vacations, and generally have a good standard of living, then the superiority of the elite is not as obvious. Conversely, the worse off normal people are, the better the elites can enjoy their superiority.
“It is to be expected that people who are ‘cultured’ would be uncomfortable when forced to be in the presence of those who ‘lack breeding’.” There was a time when that statement would not have raised an eyebrow and the people who would blandly have uttered it are now the same people who lecture us on our behavior.
