The Fake News Media is reporting that President Trump suggested dropping nuclear bombs into hurricanes to stop them from hitting the United States. IIRC, President Clinton also discussed dropping cylinders into hurricanes to help destroy them.
Fidel Castro was opposed to it, thinking that they were a spying mechanism for when hurricanes were over Cuba. I worked for the Govt. of Puerto Rico during Hurricanes Floyd, Mitch & Georges in the late 1990s. This idea from the White House floated in our office.
I'm pretty sure that the US govt. has probably 'purged' all this cylinder documentation from the Clinton 'glory days' (BARF!) -- but the Cubans remember! Ask them!

On August 24, 1995, there were five (5) named storms in the Atlantic and Caribbean Basin which were over Cat. 3 — Jerry, Iris, Humberto, Karen & Luis. Luis was a Cat. 5 approaching the US Virgin Islands. This is when the Clinton Administration, and more specifically NOAA, was taking the approach of finding a solution to curtailing or dissipating these hurricanes.

One of the fallout nucleotides was Iodine-131, a radioactive isotope of Iodine -- which is readily absorbed by the thyroid.
(That's one of the reasons that Russian people near the latest accident/release rushed to their pharmacies to buy (non-radioactive) Iodine -- which is drunk in water and absorbed by the thyroid.)
Theoretically, if the thyroid has more Iodine than it needs, it won't absorb more -- making the body reject (excrete) the radioIodine, rather than absorbing it.

It's a shame the government didn't provide iodine (or, at the very least publicize the self-administered therapy) to the populace in the areas affected by the Sedan test fallout... :-(

Radiosondes" are, essentially, cylindrical "instrument packages" which measure -- and report back via radio -- hurricane parameters such as temperature and pressure.
The (passive) Radiosondes" have no measurable effect on the physical or thermodynamic aspects of a hurricane.
