#8 - WHO is in possession and control of the evidence?

NOT the agency but the INDIVIDUALS who are tasked with holding the evidence.

Don't be surprised when the evidence turns up missing or deleted by accident.

#9 - Why locked him in a cell with a murderous muscle bound freak ex-cop and remove the murderer hours before the suicide?

I believe the freak was there to deliver a message, "Kill yourself, or your life will be a living hell of rape and torture." Suicide by proxy.
