Being so openly critical of President Trump gives Comey the appearance of at least believing that he has done nothing wrong at the FBI and who knows what else. He knows this, and so he just goes ahead "as if".

Yeah I think that’s a pretty good read on it. Comey’s an intelligent enough liar that he’s capable of being all “meta” (as the kids say) like that.
