There are some places semi illicit in fact around Tokyo where I suppose one could probably buy that nonsense. Over on Hakusan Dori or in Asakusa, etc
Not that one would want to have any of ones hard earned cash head for Office 39 in Pyongyang and into the DPRK coffers plus its probably a violation of trading with enemy act, such as we have on Cuban goods.
