So why do they ask me then? Why not just put starch on them automatically?

Because:

A. Some people don’t like starched shirts ( they tend to look like slobs)
B. Some people buy permanent press shirts (cotton-polyester blends which don’t take starch well), but send them out to be laundered.

Depends on the fiber.

There a few tailors in my family, my dad even apprenticed before WWII. Me? I can sew canvas and strapping. Mend stuff etc... I used fix sewing machines for my sisters and mom, but those were old Singers back when they were serviceable.
