I’ve seen similar incidents myself;
A black person, dressed all in black, at midnight, walking in the street, not on the side walk. Usually jaywalking, and at the midnight hour.

I don’t know if this is what happened, but I’ve dodged more than one person like that with my car, back when I had more of a nightlife.
Of course, I don’t dare trumpet blast my car horn the way I want to do. Many such careless people are looking for a reason to vent some anger at anybody and about anything at all.

No real point. The kind of black person who walks in the street is precisely the kind of person you don’t want to honk at. The act itself is a challenge, a middle finger to anyone driving through. It might also be an attempt to win first prize in the lawsuit lotto after somone accidentally runs him over.
