The point of revolutionary war in its first stages isnt to fight an army, but to break the governments control over the people, in part by eliminating its agents and collaborators.
You can call this terrorism I suppose.
These are the first two stages of the Maoist conception of guerilla war.
This will be a war of assassination and murder, of policemen, officials, collaborators and their families, or threats thereof. The fundamental weapons of these stages, I think, are likely to be the pocket pistol and the bomb, plus whatever can be used for sabotage.
