Huber is the U.S. Attorney for Utah. I was tracking all his appearances in the news via Google Alerts for a while and he seems to have been doing a a good job in Utah on their local crime issues.
We don't know exactly what he was told to work on, or the limits of what he was supposed to do. From what Barr said it sounds like he was there to help Horowitz, but couldn't run out ahead of him and indict people that were part of the Horowitz investigation, and then also something about Clinton. We know less about that latter part, and it's not immediately apparent if there is some structural reason (like Horowitz) that slowed him down there.
Until we learn more about what Sessions told him to do I'm withholding judgement.
