I propose that there be "notches" inscribed on the fence at 100-yard intervals recording the total number of victories (in the form of invader deaths) for that section of fence...

If the disease-ridden scum are just injured, they should be thrown (by any means necessary) back over the fence... A smaller inscribed notch would indicate the partial victory...

Finally, the State could benefit financially by running a series of gambling operations/games based on these notches...
